    Water is the primary ingredient in most beverages, constituting 86% to 94% of the final product in soft drinks. Its quality directly determines product safety, taste, appearance, and shelf life. Consequently, beverage production facilities must adhere to a comprehensive set of water quality standards that span hygiene requirements, resource management, and effluent discharge control.

    Hygiene and Safety Standards

    The foundational requirement for water used in beverage production is that it must meet potable water quality standards. According to China's national food safety standard GB 14881, water that comes into direct or indirect contact with food—including water used as an ingredient, for cleaning raw materials, or for washing food-contact surfaces—must comply with GB 5749, the national Standards for Drinking Water Quality. Regardless of the source, water intended for food production must meet at least the requirements of GB 5749.

    Beyond the general potable water criteria, beverage manufacturers often impose stricter internal specifications. Soft drink producers, for instance, typically demand lower alkalinity, reduced turbidity, and minimal levels of iron, manganese, and organic matter. Carbonated beverage producers may require a total salinity below 500 mg/L and maintain a low bicarbonate content to prevent precipitation and off-flavours.

    For specific contaminants, China's GB 2762 sets maximum limits for heavy metals in beverage products: lead shall not exceed 0.01 mg/L and cadmium shall not exceed 0.005 mg/L in packaged drinking water. Microbiological parameters are equally critical; total coliforms must be absent, and other microbial indicators must meet stringent limits to ensure bacteriological safety.

    Water Efficiency and Quotas

    In addition to quality, the beverage industry is subject to water consumption quotas. The national standard GB/T 18916.65-2024, titled Norm of water intake for industry—Part 65: Beverage, specifies calculation methods, water intake quotas, and management requirements for beverage production enterprises (excluding solid beverages). This standard, effective from March 2025, aims to promote efficient water use across the industry.

    Provincial regulations further refine these requirements. For example, Shandong Province's DB37/T 1639.12-2025 provides water intake quotas for key industrial products in the wine and beverage manufacturing sector. Sichuan Province has also established clear water quota standards for mainstream beverage categories, including packaged drinking water, carbonated beverages, fruit and vegetable juices, and tea beverages. These quotas typically differentiate between product types, with packaged drinking water generally requiring higher water intake than other beverage categories.
