    When we ask about the "normal" level of aluminum ions in water, the answer is not a single number. It depends entirely on what the water is used for—drinking, supporting aquatic life, or receiving industrial waste. Unlike a fixed toxic threshold, aluminum standards are a patchwork of health guidelines, aesthetic preferences, and technical feasibility.

    Drinking Water: A Guideline, Not a Hard Rule

    For drinking water, the most widely cited reference comes from the World Health Organization (WHO). The WHO recommends that residual aluminum concentrations in drinking water should not exceed 0.2 mg/L (200 μg/L). However, this is not a strict health-based limit. 

    The WHO acknowledges that the available data on aluminum's health effects are inconclusive and does not propose a formal health-based guideline value. Instead, the 0.2 mg/L figure is a practical target—what well-operated water treatment plants using aluminum-based coagulants can reasonably achieve. In fact, larger facilities can often reach levels as low as 0.1 mg/L.

    China's national standard for drinking water, GB 5749-2022, sets the same limit at ≤0.2 mg/L. In the United States, the Environmental Protection Agency (EPA) takes a different approach. Aluminum is not regulated under the enforceable National Primary Drinking Water Regulations. Instead, it falls under the non-enforceable Secondary Standards, with a recommended range of 0.05 to 0.2 mg/L. This range is based on aesthetic concerns—levels above 0.05 mg/L can cause water to become cloudy or discolored.

    Surface and Groundwater: Function Determines the Limit

    For environmental waters, the standards vary by the water's designated use. In China, the Environmental Quality Standards for Surface Water (GB 3838-2002) sets stricter limits for higher-quality waters intended for drinking water sources: 0.05 mg/L for Class II waters and 0.2 mg/L for Class III waters. For groundwater, the Quality Standard for Groundwater (GB/T 14848-2017) sets a Class III limit of ≤0.20 mg/L.

    Aquatic Life: A More Complex Picture

    Protecting fish and other aquatic organisms requires far more nuanced criteria. The U.S. EPA has developed updated freshwater quality criteria for aluminum that use a complex model accounting for water chemistry, as the toxicity of aluminum is highly dependent on pH and other factors. Recommended acute and chronic criteria can be as low as 0.63 µg/L under certain conditions, a tiny fraction of the drinking water guideline.
